WA HVA (Heavy Vehicle Accreditation)

Western Australia operates its own regulatory compliance scheme which requires most transport operators who provide transport services to, or within, that state to be accredited under the WA Heavy Vehicle Accreditation (HVA) scheme.  

Who Requires Accreditation?

Certain types of vehicles are considered Restricted Access Vehicles (RAVs) under Western Australian law.  Vehicles that meet the following criteria are considered RAVs and are required to obtain accreditation before operating to, or within WA.

  • Operates B-Double or Road Train Configurations; or
  • Operates Truck & Trailer combinations over 42.5 tonnes gross mass; or
  • Requires more than four single trips (oversize or overmass) per calendar year; or
  • Operates under concessional loading scheme; or Requires an annual Permit or Notice; or
  • Operates a RAV exceeding a width of 2.5 metres; or
  • Operates a RAV exceeding a height of 4.3 metres; or
  • Operates a RAV exceeding a length of 19 metres.

Common Fatigue Maintenance Dimension & Loading Mass (AMMS)

The Common Standards provide a foundation for all other WA HVA modules. It establishes general operational requirements for management systems, safety, and record-keeping, ensuring consistency and reliability across accredited operators.

  1. Responsibilities: Outlines the obligations of various roles within an organisation regarding compliance with safety and regulatory requirements, ensuring that all personnel understand their duties in maintaining Standards.
  2. Records and Documentation: Requires organisations to maintain accurate records and documentation to demonstrate compliance with HVA Standards, facilitating transparency and accountability.
  3. Training and Education: Emphasises the need for ongoing training and education for all personnel involved in heavy vehicle operations to ensure they are knowledgeable about safety practices and compliance requirements.
  4. Internal Review: Mandates regular internal audits and reviews of practices and procedures to assess compliance with HVA Standards and identify areas for improvement.
  5. Management of Accidents and Incidents: Focuses on the procedures for reporting, investigating, and managing accidents and incidents to prevent recurrence and ensure compliance with safety regulations.

The Fatigue Management module addresses the management of driver fatigue, setting out standards for scheduling, monitoring, and managing work and rest times to prevent fatigue-related incidents.

  1. Scheduling: Involves the planning of work schedules to minimise fatigue, ensuring that drivers have adequate rest periods and their working hours comply with regulatory requirements.
  2. Rostering: Pertains to the assignment of work shifts to ensure compliance with fatigue management policies, optimising driver performance while considering legal limitations on working hours.
  3. Fitness for Work: Ensures that drivers are physically and mentally fit to perform their duties, requiring assessments and checks to confirm their capability to operate vehicles safely.

The Maintenance module focuses on ensuring that vehicles are kept in safe and roadworthy condition through regular maintenance and inspections.

  1. Vehicle Control: Focuses on the procedures for maintaining vehicle safety and compliance, including checks to ensure vehicles are in roadworthy condition.
  2. Daily Check: Requires operators to perform daily inspections of vehicles to identify any potential issues before operation, ensuring safety and compliance.
  3. Fault Recording & Reporting: Mandates the documentation of any faults identified during inspections or operation, promoting accountability and timely repairs.
  4. Fault Repair: Involves established procedures for addressing and repairing identified faults promptly to maintain vehicle safety and compliance.
  5. Maintenance Schedules and Methods: Requires organisations to implement regular maintenance schedules and methods that comply with industry standards to ensure vehicle reliability and safety.

The Dimension & Loading module sets standards for the safe and legal loading of heavy vehicles, including weight limits and load distribution.

  1. Vehicle Loading - Dimension and Safety: Focuses on ensuring that vehicles are loaded correctly in accordance with dimension and safety standards to prevent accidents and comply with regulatory limits.

The Mass/AMMS module focuses on the use of Automated Mass Management Systems (AMMS) to monitor and manage vehicle weights accurately.
